In war there are always opportunities for unnecessary killing. A soldier may take action to kill when he is not given an order to do so. Once you have a gun in your hand and you feel that your action will have no repurcussion, you are liable to kill someone just for the heck of it.

  This is what would happen if restrictive societal pressure was absent. Perhaps it’s just Human nature. When given an opportunity to exploit and dominate without consequences, the temptations are hard to resist.

This is precisely part of the observations that lead to creation of different treaties after WWII. We did hear about some abuse on the part of Ukrainian soldiers shooting Russian military captives in the knee, must have been hard to contain their resentment. However, it was called out but he media and investigated.

When the US does atrocities overseas, there is journaling debunking whatever attempt to deny by the Pentagon, and things get investigated as recently happened with the killed Afghan friendly helper's family in Kabul, eventually the US admitted.

But some believe that bombing neighbors (namely Putin and Trump) is acceptable! And want to snuff the life out of any independent media, of course.

So no excuse, it is lack of military discipline denoting ignorance and lack of concern for the rules, for there are rules in war as much as there is barbarism and lack of respect for life and human life.

There is a lack of improved consciousness, which may sound tragic, but at the current levels, this can only be accepted as such for now.
