This type of movement of water is only possible if a force is centralized at the center of a round or near round rotating object.

Here is someone to the contrary but he does not take all the precautions of the more scientifically minded guys in one of the videos above.
Years ago many people felt that if you dropped a feather from a plane and dropped a lead weight from the plan, the lead weight would drop first. That was considered to be reasonable and they did it and proved that the lead weight did come down first.
But then a scientist created an airless (vacumn) chamber and when the two objects were dropped, they arrived at the same time at the bottom, thus proving that they move down at exactly the same rate. This caused a big stir and people refuse to believe it. Intuition said that the weight would arrive first and science said otherwise.
