What is the truth of the matter? Is China stealing intelligence from everybody else or is China intelligent?

It is a form of intelligence that they are organized to target the larger concept as part of determined and calculated outcomes or expectations.
These models or schematics include cultural values as well. It is easier for China to do this based on its spiritual past that includes erudite and great philosophers such as Confucius.
However, it is always very difficult to maintain control and predict human behavior over time. Things look like they are working right now, I guess that can count for intelligence.
