Even though a yogi may ardently want access to higher realms and even though he/she may endeavor in meditation and other recommended practices, still we find that the higher levels do not yield access to the yogi.
A few yogis were successful at desiring and then gaining access but most of the students are unable to get that. This means that those levels are unresponsive while the physical plane seems to welcome the yogi with open arms.
