That is an oversimplification of the situation. History is more about enforced control rather than about selective control. It is nature herself who puts the strong man into power. Nature itself creates the evolutionary mold from which the strong man emerges.

Something should be done about it, as he suggests but only with the knowledge that nature presents opportunities for the powerful to selfishly seize power.
