What is Déjà vu and similar experiences?

I have not recently had the experience of Deja vu, but have increasingly had the inkling that I am not living the everyday human experience. This is difficult for me to describe, because it's not really an emotion akin to longing or any typical thinking... it seems to be a new "development". It is, however, very similar in a subjective sense to Deja vu. So first I ask: what is your understanding of Deja vu?
Sometimes I have experiences (while awake - sitting, perhaps) where I have a knowledge that I knew I would experience this precisely as it is. It's not exactly that I feel as though I've already gone through the same situation, rather, that I remember thinking about this moment a LONG time ago (before this lifetime, at least).
Now I warn you that I tend to get carried when thinking of such things and "make up" things to keep me in a state of wonderment. But could it be that I was a sentient/powerful being "looking in on" this life before it happened? Might I have done such a thing to myself so that I would ask this question now, so that critical knowledge might be revealed to me? I.e., so that an intriguing idea could be planted in my mind, to lead me along a path (a destined path)? Or perhaps it is spirit guides/higher self focusing in on me (or the other way around).
Let me backtrack, because I first mentioned that I wasn't feeling like a normal human and next brought up this "higher self-observation phenomenon". The first experience I have a hard time believing is really happening to me when I'm not "in it" (it's not being felt).
To describe this I would ask: What if you weren't a 3D human anymore? What if you had evolved to a state of being such that there were no confines to you and what you can do -- you were not strictly defined as having arms and legs -- walking down streets, listening to music, conversing with friends, writing on forums, etc? And as you are, you spend your time (your "everyday" existence) exploring possibilities, traveling endlessly through the mind, loving different aspects of consciousness, creating worlds with the same amount of energy it takes a child to doodle on paper.
My questions and explanations aren't entirely specific, but then again I don't know unerringly what I'm getting at. What I ask is what is your interpretation of what I'm saying? What do you believe is occurring? Is there some type of maturation occurring in a subtle body or something similar? I did have "higher self-observation" experiences somewhat often earlier in life (as a child), but those were more along the lines of channeling and contact with guides than the much more personal and intimate feelings that "observation" evokes.

This is from Chapter 10 of my translation of the Uddhava Gita. There is also a chapter of the Yoga Sutras which deals with mystic abilities. I did a translation of that Text as well but within a few months, I will publish something called Meditation Expertise which is a commentary with applicational instructions for Patanjali's Sutras.
In science they always respect and take help from predecessors, even in cases where the predecessors made mistakes or issued untrue statements. In yoga, we do the same thing, we take help from previous authorities. This is technically called the system of parampara or lineage of teachers.

The deserving Uddhava said:
By what linking of the attention to a higher concentration force, does a mystic skill develop, O infallible Krishna? How many mystic skills are they? Tell me of it. Are You the giver of such skills to the yogis? (Uddhava Gītā 10.2)

The Blessed Lord said: The mystic skills attend to the yogis who conquer the senses, who complete the required disciplines, who master the life force energies and whose consciousness is linked attentively to Me. (10.1)
The deserving Uddhava said: By what linking of the attention to a higher concentration force, does a mystic skill develop, O infallible Krishna? How many mystic skills are they? Tell me of it. Are You the giver of such skills to the yogis (10.2)
Those who progressed the farthest in yoga, state that there are eighteen mystic skills, and eighteen types linkage of the attention to eighteen types of concentration forces. Eight of these are prominent in Me, the remaining ten are caused by a particular influence of material nature. (10.3)
Becoming atomic, becoming cosmic, pertains to a form of the yogi, as well as being weightless, acquiring or experiencing through the sense organs of others, enjoying what was heard of and what was seen normally, manipulating mundane potency, ruling over others, (10.4)
...non-attachment to mundane influences, which results in the technique of controlling one’s nature, and obtaining what is desired; these my dear friend, are considered to be the eight natural skills. (10.5)
Being unaffected by the sense of self identification with the body, hearing from a distance, seeing from a distance, moving at the speed of the mind, assuming any desired form, entering anyone’s body, (10.6) Chapter 10 87
...dying as desired, participating in the sports of the supernatural rulers, perfect fulfillment of one’s motive, and to command circumstances from an unopposed course anywhere, (10.7)
...knowing the three phases of the time factor, not being affected by heat and cold, happiness and distress, knowing the mental and emotional energy and other related privacies of others, counteracting the influence of fire, sun, water, poison and other dangers, not being conquered by others: (10.8)
These are a brief description of the mystic skills which manifest from the linking of the attention with the concentration force in yoga practice. Learn from Me, by which concentration linkage, particular skills are developed and how they will manifest. (10.9)
By linking his attention with the concentration force of subtle matter, which is in his psyche, and in My subtle body, the worshipper of subtle matter, acquires the ability to assume an atomic form. (10.10)
Linking the attention with the concentration force in the super-subtle total material energy, which is in his psyche and in Mine, the yogi becomes situated in that super-subtle condition and achieves the ability to experience a cosmic form of either of the super-subtle elements. (10.11)
Attaching the energy which is used for ideation, to Me, as I am related to the material elements, in the composition of atomic energy, the yogi assumes a weightless form, which is based on the subtle existence of time. (10.12) 88 Uddhava Gītā English
Linking the attention to the concentration force which is focused on Me, on My energy of assertion and on the motivational powers of material nature, one feels self identification with sensual energies. By focusing the mind on Me in that way, one acquires the power of appropriation. (10.13)
One who applies his mind to Me by linking the attention with the concentration force, consisting of the sexually-charged conscious cosmic power and the primal conscious cosmic force which originated from the abstract existence, obtains the greatest mystic skill of being able to fulfill any desire. (10.14)
One who links his attention to his ideation energy which is focused on Vishnu, the Supreme Lord of the three influences of material nature, and the One who assumes the form of Time, obtains the skill of controlling, having dominion over spirits and their psyches. (10.15)
By attentively linking the mental force to Me, as Lord Nārāyaṇa, as the person who is in the fourth dimension, as the one with the most skills, Bhagavan, the yogi gets near-absolute self control and exhibits My sense of values. (10.16)
By linking the attention, with the concentration force of the cleansed mind, which is focused on Me, Who is the spiritual existence beyond the mundane influence, one obtains the supreme happiness, wherefrom the need for pleasure is completely fulfilled. (10.17) Chapter 10 89
A person obtains purity and gains exemption from the six agonies by linking the attention with the concentration force which is focused on Me, the Person of full existential purity, The Lord of the White Island Paradise, the One Whose nature is composed of the righteous way of life. (10.18)
By continuous linking of his attention with the concentration force which is focused on subtle sound within the mind, and on Me in the spiritual atmosphere and in the energizing energy, the advanced yogin directly hears the sounds of distant living beings. (10.19)
Linking the visual power with subtle light and subtle light with the visual energy, while effortlessly meditating on the linkage and on Me, the yogin can, from within his mind, see whatever is far away. (10.20)
Easily and continually connecting to Me, the mind, the body and the life air that trails the mind, and by linking the attention with the concentration energy, which is operative in the inner nature, and which is focused on Me, the spirit surely goes wherever the mind travels. (10.21)
When applying the mind, whatever form one wishes to assume, that specific form he becomes, by resorting to yoga power as concentrated on Me. (10.22)
Desiring to enter another’s body, a skilled yogi, should existentially relocate himself there. Leaving the gross body, his life force which is like the wind, should enter just like a bee. (10.23) 90 Uddhava Gītā English
Blocking the anus with the heel, and lifting the vital energy to the heart chakra, then through the chest, throat and head, and by taking it through the hole at the top of the head of the subtle body, one should transfer to the spiritual existence, while giving up the gross form. (10.24)
Wishing to enjoy life in the parks of the supernatural rulers, one should contemplate the clarifying energy as it is based on Me, then by aerial conveyances, the celestial women whose bodies are productions of the clarifying power, will appear in aerial conveyances. (10.25)
Accordingly, whenever a person who is devoted to Me, has an intention within the intellect and links his attention with the force which is focused on Me and on Reality, he gets that objective as desired. (10.26)
A person who assimilated My nature, Me, who am the perfect ruler and controller, finds that his wish is not frustrated in any way, just as it is with My desire. (10.27)
The intellect of the yogi, whose is reliant on the pure clarifying influence by devotion to Me, and who knows how to link his attention to the concentration force in the clarifying energy, has an increase capacity to discern the three phases of time, as well as his births and deaths. (10.28)
Provided that the yogi philosopher's ideation energy is tempered by yoga austerity and made quiescent by yogic discipline to Me, his body is not destroyed by fire or other dangerous factors, just as in the case of the aquatics and water. (10.29) Chapter 10 91
One who effortlessly remains in the linkage of his attention and the special concentration force which is focused on My supernatural form, which is adorned with the Śrīvatsa curl of hair, with a weapon, a banner, an umbrella and a chowry fan, becomes unconquerable. (10.30)
Thus, to the yogi philosopher who worships Me by yogic linkage of the attention with the concentration force, the mystic skills mentioned before, are manifested in their full measure. (10.31)
What mystic skill is very difficult to achieve for the yogi philosopher whose sensual energies are subdued, who is disciplined, who controlled his breath and psyche, who linked his attention to the concentration force which is connected to Me, and who effortlessly links his attention to a higher concentration force. (10.32)
The authoritative yogis say that these mystic perfections are obstacles. For one who habitually practices the linking of the attention with higher concentration forces, which are connected to Me, and who seeks the higher achievement, and whose mind is focused on spiritual well-being, they are a waste of time. (10.33)
By yoga practice, one achieves all those mystic skills, which may otherwise be gained by birth, herbs or drugs, austerities, and special chants, but one cannot achieve the actual objective of yoga by those other means. (10.34)
I am the cause, the master and Lord of all mystic skills. I am the Lord of Yoga and of the Sāṅkhya philosophical analysis, of righteous duty and of the teachers of spirituality. (10.35) 92 Uddhava Gītā English
I am the interiorized self of all embodied being. Being unconfined, I am outside of the bodies as well. As the elements are inside and outside of the living beings, so am I. (10.36)

Feeling of having experienced a place or event or person before even though within your conscious memory there is no familiarity with that place, event or person, is a complex psychic mechanism.
Generally it is interpreted that one is experiencing a place or a circumstance which one experienced either in a past life, or in a subtle experience in this very life.
Once while talking to a woman, she told me that she had this feeling that she was a married woman before and that she had children before. She said, “I am so familiar with domestic life that sometimes I feel that I have done this and mastered this many many times before.
In that case the feeling of déjà vu has to do with the predominance of a developed instinct from many past lives. Instinct is one of the forms of subconscious memory which could either handicap us or give us an advantage over others.
Take the current President of the United States. This person came out of nowhere and against all social odds, suddenly was announced to have won the elections in the United States. Many conservatives are at a loss to explain how something like that happened. Wherefrom is the supernatural power, that put this person in such an important position in the world?
What in his background in the current life has given him such fate? But from the perspective of reincarnation, we can assume that this person had political power in the past and is simply continuing his old tricks, albeit while disguised in a new body. If people could see his past life, would they vote for him? I doubt it.
Barack Obama is something like when a company reaches a stage of ill-repute with the public for one reason or the other, like how AT&T was disliked and like how BP stood on the precipice of total collapse by the Gulf Oil Spill. But then sometimes these companies are disbanded and the founder(s) reinvents the company under a new name, and the same people who hated the company for its reckless regard for humanity, eagerly appraise the new firm.
Barack is the ruler he was from many past lives, but now he is refashioned in a new body with new propaganda. The public likes the propaganda even though it is déjà vu for them and for him.
Suppose we ran Coca-Cola and then there was a scandal that the sugar used in our soda causes tooth decay and jaw-bone cancer. The scandal is so devastating that we were forced to file bankruptcy and go out of business.
But no company had the vision or resource to replace us. And the public was unhappy about our company’s dissolution because their sweet-tooth, though it ached, was also a source of pleasure for them.
Well guess what!
We start a new company, and instead of using sugar in our drinks we will use aspartame. Never mind that that will burn out brain cells and ruin nerve junctions.
It is déjà vu all over again for the public and it is money in our pockets.
So that explains a little about the instinct from past lives which cause us to feel familiar with a present circumstance.

When déjà vu is actually a flash back of something that happened before, the subtle body has suddenly and without explanation, transferred itself either into a memory of the previous event, or into the place where the previous event took place.
When it is a memory of a previous event, the subtle experience might be so intense and real, that the person thinks that the event is actually taking place. Actually on a certain mental plane, it is being reenacted by energies on that plane. Just as on this level on can go to see a Broadway play and see the near-identical performance night after night on Fifth Avenue, there are astral levels where the same experience can be replayed in exactly the same way again and again.
There is also déjà vu which is an experience of someone else or a group of persons and a place which is stuck in time. During the years from 1969 through 1975, I used to go back to Tibet as it was in the 1800’s. Physically those places had changed, but on the astral side, some of those places had stuck-in-time dimensions where I used to meet some of my old acquaintances and teachers.
In the astral world some dimensions remain as they are for thousands of years, and people live there and carry on their life in a primitive way just as it was some years or some thousands of years ago on the physical side. Thus if one has an experience of those places, one wakes up on this side of existence with the feeling that one has experienced a past life.

Thank you for your response, MiBeloved. This is a lot to chew. I got out of bed to read what was written here, so I'm not going to go in depth with questions, etc as I tend to expound on one thought and then hit on other matters of interest. I haven't been serious about spirituality in a while, but it seems (one way or another) that strange occurrences like what I described happened to draw me back into it and hopefully I make a habit of meditating often now. =)
