Kundalini Rise Fluctuation

I wanted to report that I have been having different levels of Kundalini rising, from very mild to intense. On one occasion as the energy was rising up my torso, as it approached my head, my ears burned up & the sensation was like warm vibrations buzzing in my ears. That was new for me. I have learned to pay attention to every sensation so that I have a keen awareness rather than aloofness during the practice. I did want to ask...... lately I have noticed that when I am feeling very worn down & stagnant & I do the rapid breaths, Kundalini rises with a lot of POWER. However, when I am feeling alert with high energy & do the same rapid breaths, Kundalini rises with less intensity. Why is this? Is there more stale air in my system to expel that causes a powerful rise?

Variation in intensity, location of rise and configuration of energy is to be expected because from day to day the energy in the psyche varies. There is an energy weather system in the psyche which varies.

This is due to observation without the power to channel kundalini in a specific way. In many experiences, you will not be able to channel kundalini. It will do as it desires, go where it wants to go and be of the intensity it adopts due to the energy which accumulated in the psyche. Over time more and more control will be gained so that you can compress the energy wherever it arise but before it makes an effort to move here or there.
By ears above, I assume you mean subtle ears. Experiences in specific hard to reach parts of the psyche like the ears are valuable in getting direct experience of the nadis. This is superior to just believing based on books or yogis. It is certainly superior to visualizing because it is matter of fact. It gives confidence in the fact of the subtle body as a reality unto itself, not reliant on a physical form. It teaches that you can take your spiritual evolution into your hands and work to upgrade yourself to a higher plane of consciousness which is devoid of the undesirable trauma feelings we endure now.

By worn out and stagnant, I assume you mean lacking impetus to act, feeling drained emotionally, being lethargic overall. When this happens there is insufficient nourishing energy in the psyche. In that state, yes, kundalini may arise very quickly because of a lack of energy to process. It does not have to absorb much nourishing hormone energy and hence it quickly consumes whatever little energy is in the psyche and then tries to move here or there, as it looks for something to consume.
Even though your experience is that kundalini rises with less intensity when you are alert with higher energy, that is only because in that condition you are not doing enough of the breath infusion practice and not really focusing enough while doing the practice, and you are not patient to keep doing it until you feel all the energy is processed. Once kundalini processes all reserve of energy then it will rise with intensity because that energy acted as a resistance to it. Then once it consumes that energy, it will break through and be felt with intensity.
If we ask a prize fighter to rip through a Japanese paper wall, he will break through in a second but if we ask him to break through a concrete block wall, it will take some time. The different is in the wall material not in the prize fighter.
The system is such that the hormone energy is a resistance force but it is also a form of fuel or energy. The problem in kundalini practice is how to burn it up. We learn from material nature in these physical forms, that the kundalini when engaged in certain of its favorite activities, easily and quickly burns it up but if we try to do kundalini yoga it may not readily burnt up unless we master the practice. This is because nature’s system is the easy natural system. But if you practice in earnest, then over time you will cause changes in the natural system.
