Karma or Nature?

Karma in this case is the consequences of a person's previous actions.
Nature is the operation of change in the sequences of events which comprise this physical world.
The question is of karma or nature is about the photo below:

What we are viewing is the potential good luck of the vulture, and the impending release of a soul from a malnourished body.

There is a related story in the Valmiki Ramayana about Sampati, a giant vulture bird from prehistoric times. Once when some money-men and bear-men were frustrated trying to find a human woman who was kidnapped by a criminal sorcerer, these money-men/bear-men became disillusioned. Some of them contemplated suicide because they were told not to return unless they found the human woman.

At this time, some of them decided to fast until death.

In a tree nearby was a giant vulture bird who would understood the intentions of the monkeys. The bird began to praise providence like this:

“O how wonderful it is that after such a long time, my favorite type of food came directly to me. I will soon be enjoying the flesh of these monkey people. O how blessed I am.”

An uncle of mine who benefited from the misfortune of others, once explained his livelihood in this way:

One person’s pain is another person’s gain.

Cruel philosophy?

Sure! But so true, nevertheless.
