Their system is an evolution from the system of the Mongol rulers.

What happens is that as one social group develops and evolves, another remains behind and cannot integrate the progress of the more evolved group.

Then the less evolved group stands it ground and fights if necessary for the right to be primitive in reference to the other more evolved group.

This also happens to parents where sometimes a child just cannot keep the progress of the family group and the child does anti-social acts which degrade the family.
