Concerning OCD which in Wikipedia is defined as:
Obsessive–compulsive disorder (OCD) is an anxiety disorder characterized by intrusive thoughts that produce uneasiness, apprehension, fear, or worry, by repetitive behaviors aimed at reducing the associated anxiety, or by a combination of such obsessions and compulsions.
If someone had or has this in childhood, then does that mean that this same condition was not solved or cured in the interim between births and hence was reestablished in the new body? How could meditation help to remove this from the psyche?

Whatever is the general psychological condition at the time of passing from the body, that condition is carried in the psyche to the next body. During the interim period in the hereafter, no changes are made in the psyche unless one was a super yogi at the time. Usually in the hereafter one is neither inspired nor does one have the power to change tendencies which were embedded in the psyche in the life one lived with the last material body.
To test this: Try to change your social behavior in dreams. Usually in dreams we break moral rules which are enforced socially in the materialistic society. Usually we do not increase in restraint during dreams.
The significance of this is that we have more control over ourselves when we are on the material side of existence. I may not seduce the married woman on the physical side but I certainly will on the subtle side in dreams. In dreams I am not under so many curtailments of moral principles.
In the material world there are so many checks and balances which are inoperative on the subtle side, the dream side of existence. Hence it is hardly likely that I can reform my habits after death during the interim period.

Intrusive thoughts which produce uneasiness, apprehension, fear, or worry, are the natural state of many of our elders whose bodies are in a condition of terminal illness or degenerating old age. Thus it is not unusual for someone to be in such a condition when the body is near its end. If the person was really attached to this condition of mind, then it will feed over into the hereafter.
If then the person does not get some sense of security, this means that as an infant this will be retained unless the parents can nullify it by expert child care.
Meditation can remove this but you would have to be very patient with yourself and not expect that meditation will remove this overnight. In fact in meditation sometimes we find that it removes something and then that problem is reasserted on the next day in a stronger way then it was before the meditation was practiced.
Meditation can remove this in the long term. It would require some self-study, introspection, to understand how one’s nature operates to develop these mental conditions and how one can derail these habits and establish new ones.

I have been thinking on how I could contribute to help someone with this condition, drawing from my own experiences, and 2 things come to mind: a) Kinesiology b) EFT
One can use Kinesiology http://www.kinesiology.net/ to conduct muscle testing and find out who controls one's energy. This is very accurate and has served me well. The testing includes our ancestors, when for example I found out about the nefarious influence my father has on me, even when he is deceased, so I had to work on that. With muscle testing, one can isolate one by one these influences and work on decreasing them. For that you need a professional kinesiologist, not difficult to find anywhere in the world. You cannot do that alone, but you later learn techniques to test things using a pendulum, for example. I use as my pendulum a beautiful red coral in a gold pendant with a long, thin, gold chain that I carry with me all the time. So that's one. Even if you can't find one in your place, I have a friend that does this therapy using Skype worldwide, and she is good.

You can find another of his videos specifically for fear, anxiety, and the like, and the results are immediate.
Combine that with kinesiology and you may have a winner.
Then meditation of course would be the long-time goal, but those 2 mentioned above can be used to smooth out the journey.
