At first with muladhara one has to be concerned with getting kundalini to move away from it, and to move away upwards through the spine. Kundalini does move away from the base chakra on its own but this is usually done when there is great cause for fear or when there is sexual pleasure experience. Otherwise kundalini remains glued to the base chakra like a heavy weight which is sunk into the deepest part of the ocean.
Initially the student has to play tricks with kundalini by reversing its interest in the sex organ chakra. We learnt from nature that kundalini arcs itself across to the sex chakra and there is an intense pleasurable feeling there. In ancient times, yogis studied this and came up with the kundalini yoga process.
Lord Shiva already knew the process because he does not forget anything from the previous time cycles, but the others, lesser yogis do forget. Even with instruction from Shiva, it is still a process of discovery using the cues from material nature in the sex organ pleasure experience.
The problem with this experience is that it is centered in the sex organ chakras. Due to that it is very difficult to understand kundalini in that configuration when it is charged with sex polarity energy.
However with the help of yogi-gurus, a student gradually, over time, begins to understand what is happening down in his or her psyche.
The first thing to do is to ram infused energy into the muladhara chakra but it has to be sufficient to cause kundalini to move.
In physics if one want a piece of nuclear material to explode, one has to implode into it another piece of nuclear material of a particular minimum size. Once this is done a rapid explosion occurs. It is a similar process in kundalini yoga, where we build up compressed breath energy and sex energy force and then this rams into the base chakra and causes kundalini to explode.

Later in the practice, one should work on moving the location of the base chakra, on pulling that upwards. This pertains to the location of the chakra itself not to moving kundalini while the location of the chakra remains as is.
If you intend to permanently relocate a snake, you will have to close up or completely evacuate its resting place. Chasing the snake off every once in a while will not cause the creature to abandon its resting place. It will return again and again but if you can excavate the place, then when the creature returns it will realize that it must move on and can no longer stay there.
