Why does a divine connection with a deity happen in the first place?

The answer is in the question itself, which is that there is a connection with the divine, with a specific divine person. The connection has got to be there otherwise the deity would not be communicating with the person.

Thus the real question is why the person does not know of the connection. The answer to this is obvious, just ignorance. Even in the material world, sometimes a child cannot recognize its father or mother or aunt or uncle. The connection is there but due to circumstance it was not functioning, so the child was unfamiliar.

Why might a divine connection only happen for a short time after death? What are the changes that allow this to take place for a short time? Is there improved communication to the divine at this point and why?

At the time of death there is a major adjustment made by the life force in the physical body, one last huge vibrational effort. This causes radical adjustments in the physical system and in the subtle body which does not take place at any other time, except for yogis or trance mystics.

The different between an astral projection or a dream projection and the final death projection is that at death the psychic life force system (kundalini) withdraws itself fully from the physical body and shifts fully over into the astral form.

In the normal occurrences of sleep, astral projection and dream awareness, the life force shifts in varying proportions like this:

There might be an improved communication at death because of the energization of the life force which causes it to shift fully out of the physical body and to become established in the subtle form. During the life of the physical system, the life force is established in the physical body not in the astral form. From the time the entity is fused into the parent form, the life force remains anchored in physical existence or it shifts over from the astral to the physical from that time onwards until death.

Why could it be important for the divine to use this moment for communication when it could do it through dreams? Or could it? Would someone have to die for a short time in order to experience certain things, if so why?

The reason is that the soul is usually focused down into material existence and does not give any attention to the divine existence. It has no urge to be with the divine existence. That is not its interest and priority except superficially. Most people are interested in the divine in so far as they can use it to procure for themselves a secure footing in material existence. This causes a super focus down into the material world which means that the face of the person is not towards the divine in fact but towards the material world with an interest in using the divine to adjust mishaps which occur in material existence.

The divine people could use dreams, if the said dreamer was focused into the divine world but most people dream of the material world because that is their primary interest. Most people go to adjacent astral dimensions that are mock-ups or shadow repeats of what they are experiencing in the material world. There the divine persons cannot reach them because their backs are turned to the divine and their faces are turned to material existence.

This necessitates that the divine people must take material bodies to reach them and speak to them. This is called avatar or a divine person who takes on a material existence so as to confront entities who are focused in material existence.

Most people have to pass on before they can experience anything but the physical world and when this happens their experience is usually limited to astral dimensions which are shadow copies of the physical existence.
