Query: Will Ashwini Mudra stop Kundalini from going downwards?

Ashwini mudra would help if there is a corresponding psychic check in the same way. Just to do it physically will not confirm that it occurs in the subtle body. A physical action may not have a corresponding psychic action and without that, there will not be the desired effects.

Hatha Yoga really means that you are doing physical postures and actions which impact the subtle body, but it has to actually happen.

There is a mystic side which must be engaged.

Even visualization may not actually affect the subtle body. And this is why people who resort to imagining a circumstance or an action, may not be getting an impact in real terms.
